Learn more →The Sepulveda Basin edge is recreation and light commercial property with long service runs and outdoor equipment. Sizing for pumps, lighting and outbuildings rather than a house is what makes these jobs different.
The Sepulveda Basin is a flood control basin behind Sepulveda Dam, which the Army Corps of Engineers completed in 1941. Much of the land is leased to the City of Los Angeles and run by Recreation and Parks: three golf courses, Lake Balboa park, Woodley Park with its cricket fields and archery range, the Balboa Sports Complex and the Wildlife Reserve. The Tillman Water Reclamation Plant and its Japanese Garden sit inside it too. Homes in Encino, Lake Balboa and Van Nuys line its edges.
Because the basin is designed to fill with water during major storms, electrical equipment here has to be planned with flooding in mind. Panels, pumps and controllers are mounted high or rated for wet locations, and underground runs need conduit and pull boxes that tolerate saturation. Long runs between a service point and field lights, restrooms or pump stations bring voltage drop into the design. Concessionaires, leagues and nearby businesses call when lighting, irrigation controls or outbuildings need new circuits or more capacity.
Facilities in the Sepulveda Basin often need larger services or subpanels for field lighting, pumps and restroom buildings far from the meter.
How we handle it →Aging outdoor wiring to lights, irrigation controls and outbuildings in the Sepulveda Basin often needs replacement with flood resistant conduit and equipment.
How we handle it →Parking areas serving Sepulveda Basin facilities are candidates for EV charging, which needs long feeders and landlord approval first.
How we handle it →Electrical work in Sepulveda Basin is permitted through LA Dept of Building and Safety, and the service is energized by LADWP. We handle the permit application, the plan check where one is required, the inspection scheduling and the utility coordination as part of the job.
Work in the basin falls under LADBS for permits with LADWP as the utility, but because the land is federal, projects on leased parcels can also need approval from the Army Corps of Engineers and from Recreation and Parks as landlord. Once those approvals are in hand the sequence is permit, LADWP disconnect, installation, LADBS inspection and LADWP reconnect. We start every basin job by confirming who controls the parcel.
Equipment placement and materials. Panels, disconnects and controls are mounted above expected flood levels where possible, and anything lower has to be rated for wet conditions. Underground conduit is sealed at entries so water does not travel into buildings or panels. We review the site's flood history and the landlord's requirements, then design for the water rather than hoping it stays away.
With the landlord. Field improvements on Recreation and Parks land need their approval, and they may have standards for fixtures and poles. On the electrical side, we review the existing service and feeders, then size new circuits for LED fixtures, which use far less power than older lights and may fit on the existing service. Long runs to distant poles are sized for voltage drop.
Electrical permits in Sepulveda Basin are issued by LA Dept of Building and Safety. Morff Electric handles the permit application, the plan check where one is required, and the inspection scheduling as part of the job.
Sepulveda Basin is served by LADWP. On a service upgrade or a meter stack the utility has to disconnect and reconnect the service, and Morff Electric coordinates that scheduling so the outage stays as short as possible.
