Learn more →Rossmoor is an unincorporated pocket of 1950s tract housing, so the County of Orange handles the permit. Most homes are still on the panel they were built with.
Developer Ross Cortese built the community between 1955 and 1961, filing 13 subdivision maps for 3,430 single family homes plus one apartment complex and one townhouse complex. A red brick wall still runs around the whole community and marks the line with Los Alamitos and Seal Beach. Residents voted against becoming a city in 2008, so it remains unincorporated, with a community services district handling parks, street lighting and sweeping while the County makes land use decisions.
Homes built in the late 1950s often came with 60 or 100 amp services, two wire circuits without grounds, and panels from brands that insurers now question, including Federal Pacific and Zinsco. Many houses have been expanded with second stories, family rooms and pools, sometimes on the original service. The calls we get are insurance driven panel replacements, service upgrades for additions and remodels, partial rewires of ungrounded circuits, and EV chargers for owners who have outgrown the garage outlet.
Late 1950s Cortese homes are prime candidates for Federal Pacific and Zinsco panels, and insurers regularly require replacement here.
How we handle it →Second story additions and remodels quickly outgrow the 60 or 100 amp services these homes were originally built with.
How we handle it →Two wire ungrounded circuits from the original construction are common and usually get replaced during remodels.
How we handle it →Owners adding Level 2 charging usually need a service upgrade first, since the original services have little room to spare.
How we handle it →Electrical work in Rossmoor is permitted through County of Orange (unincorporated), and the service is energized by Southern California Edison. We handle the permit application, the plan check where one is required, the inspection scheduling and the utility coordination as part of the job.
Because Rossmoor is unincorporated, permits come from the County of Orange even though the mailing address reads Los Alamitos 90720. That trips people up, since the City of Los Alamitos cannot issue the permit. The sequence for a service change is County permit, Edison disconnect, new panel and meter equipment, County inspection, and Edison reconnect once the County releases the service.
Many electricians and insurers consider Federal Pacific Stab-Lok panels a known risk because some breakers have failed to trip under overload. If your Rossmoor home still has one, expect insurers and buyers' inspectors to flag it. We replace the panel, update the meter socket if needed and usually upsize the service at the same time, since late 1950s services are often too small anyway.
Rarely without changes. A second story adds lighting, outlets, bathrooms and often a separate heating and cooling system, and most original services were never sized for that. We do a load calculation from your plans and size a new service, often 200 amps, so it can be permitted through the County alongside the addition.
Electrical permits in Rossmoor are issued by County of Orange (unincorporated). Morff Electric handles the permit application, the plan check where one is required, and the inspection scheduling as part of the job.
Rossmoor is served by Southern California Edison. On a service upgrade or a meter stack the utility has to disconnect and reconnect the service, and Morff Electric coordinates that scheduling so the outage stays as short as possible.
